Who is Gallup polling?

Who is the The Gallup Organization polling to get such consistently biased results for Dubya? Compare Gallup's findings to the other major polling organization's findings... there's a distinct pattern of inconsistent results.

I don't get it. I am not saying that there's anything funny going on, but it truely is a puzzlement.
