While the Bush Administration is to be commended for coming up with a plan for dealing with terrorism and large scale disasters, it must be condemned for its abject failure to implement the NRP. And, specific heads must role starting with Michael Chertoff and the head of FEMA.

Larry johnson has the scoop. The Bush administration adopted the NRP (National Response Plan) in December, 2004. It provides for the DHS and FEMA to intervene without being requested (although, in this case, they were). Apparently, neither Chertoff nor Brown bothered to read it.

I hope Satan has a very special place in hell for the Bush administration. Maybe one in which they have to live like animals in the New Orleans Convention Center, surrounded by fetid standing flood water, with no food or water and toilet facilities that have overflowed with human waste that has been cooking in the 95 degree weather for days on end, over and over and over again until the end of time.
